# Cleanup obligations

A capability that owns an external resource or durable job also owns its cancellation and reconciliation behavior.

## How it works

Persist external identities and distinguish known failure from uncertain submission. Do not replay an ambiguous create automatically. Disabling or uninstalling a plugin does not by itself prove an external resource was destroyed.
