# Proposals and approval

A retained proposal describes an intended effect for review. Acceptance, staging, execution and cleanup are distinct actions with their own identity and state.

## How it works

Use the proposal’s canonical reference when reviewing and executing. Verify current state and authority at execution time. A previously accepted proposal is not an unlimited approval for changed input or a different target.
