Exposing tools to the conversation

The Steward can expose capabilities as tools when the provider is ready and host policy allows the requested behavior.

How it works

Tool discovery and execution have separate gates. Describe inputs and effects clearly, resolve exact capability versions, and preserve the ordinary approval path for effects. A provider is not entitled to become a tool merely by being installed.
